ये कहाँ आ गये हम ?

हाल ही में यू ट्यूब पर ‘सिलसिला’ फिल्म का ये गाना ‘ये कहाँ आ गये हम----- विडिओ के साथ  देखा । जावेद अख्तर द्वारा लिखे , शिव- हरी के म्यूजिक में  लता ने बेहद ही रोमांटिक  अंदाज में  इसे गया । बीच बीच में अमिताभ ने कुछ शायरी में भी  अपने भावों  को बखूबी बयान  किया। एक  बहुत ही अच्छी रचना ।

गाने  का आनंद लेने के बाद अखबार पढ़ना चालू  किया जाना दिल्ली , पंजाब  तथा हरियाणा पुलिस के बीच एक बीजेपी  के एमएलए के अरेस्ट को लेकर टकराव । कुछ और पुरानी खबरें के साथ जरा  ध्यान दें नीचे लिखी कुछ हाल ही में अखबारों में छपी कुछ हेडलाइन्स पर :

पढ़ते – पढ़ते बार बार  ख्याल आया  -  ‘ये कहाँ आ गये हम-----  ?? या फिर इससे भी आगे - ‘ये कहाँ जा रहें हम-----  ??? 

शुरू हुआ दिमाग में एक और सिलसिला । पिछले कुछ दिनों  या फिर महीनों  से अखबार में  हर रोज  एक या ज्यादा  खबरें  पढ़ने  को मिल रही हैं जहां पर किसी राज्य की पुलिस  किसी और राज्य में  जा कर किसी को अरेस्ट कर के ले जाती है । इन दोनो राज्यों  में अगर एक ही पार्टी की सरकार है  और अरेस्ट होने वाला आदमी किसी राजनैतिक तौर पर असरदार आदमी का विरोधी है  तो बिना किसी नोक झोंक के अरेस्ट का काम हो जाता है। पर अगर ऐसा नहीं है यानि दोनों राज्यों में अलग अलग दलों की सरकारें  हैं तो फिर शुरू होता है एक ऐसा  सिलसिला  जैसे  दो देशों की दुश्मनी में होता है । दो या ज्यादा राज्यों की पुलिस आपस में टकरा जाती हैं । एक  केस में तो दो राज्यों की पुलिस में गोलीबारी भी हुई जिसमे कुछ पुलिस कर्मी मारे  भी गये । सभी घटनाओ का कारण तथा रूप अलग है पर पुलिस का टकराव सभी में है। ये सब शायद अपने राजनैतिक  मास्टर के इशारों  पर या फिर पावर में राजनैतिक दल के  प्रति अपनी अपनी वफादारी साबित करने के लिए हुआ हो। कुछ भी कारण हो , परंपरा की शुरुआत राजनैतिक तरीकों  से ही होती है। प्रशासन अपनी समझ से इसका पालन करता रहता है अक्सर बिना किसी नेता के कहे भी। ।

ऊपर लिखे केस तो केवल उदाहरण हैं । हम सब जानते हैं की इस प्रकार के केस पिछले कुछ महीनों में या फिर वर्षों काफी हुए अलग अलग तरीकों से तथा अलग अलग एजेन्सीस द्वारा ।  

मैं यहाँ किसी केस के सही या गलत होने पर कमेन्ट नहीं करूंगा । इसका  निर्णय न्यायलय करेंगे । हालंकि मेरे कहने या न कहने  से शायद फर्क नहीं पड़ने वाला । जनसाधारण  अपनी  समझ रखता है। 

यहाँ यह सवाल भी आज मायने  नहीं रखता की इस परंपरा शुरुआत किसने की और कब की। आज सभी दलों ने जहां उनकी सरकार है, इसे पूरी  तरह अपना लिया है और इसमे लगातार बारीकियाँ ला रहें हैं । धीरे धीरे यह परंपरा बड़े नेताओं से अब पंचायत सदस्य या म्यूनिसपल पार्षद या फिर लोकल नेताओं तक आ गई है। पुलिस में भी कारवाई स्थानीय  अधिकारी स्तर तक आ  गई है । पुलिस स्टेशन  इंचार्ज लोकल नेता के कहने पर तुरंत कारवाई करतें हैं भले ही बाद में कोर्ट में केस पहली ही बार में खारिज हो जाता है।  जब तक अदालत में केस की सुनवाई  होती है तब तक ७-१५ दिन निकल  जातें हैं जेल मे रहते । जमानत के आदेश  के बाद भी २-३ दिन लगा दिए जातें हैं कोर्ट ऑर्डर आफिशयल मिलने तक।  काफी हैं किसी को भी तकलीफ में डालने के लिए।

ये हालत केवल राजनैतिक नेताओं के फ़ायदे के ही नहीं। बल्कि आने वाले समय में इनका फायदा बड़े भाई लोग ज्यादा उठाएंगे। जी हाँ  बड़े भाई । वो लोग जो गैर कानूनी कामों के लीडर हैं और जिन्होंने राजनीति में भी बड़ी जगह बना ली है। अपने सभी काम किसी ऐसे राज्य  में बैठ कर सकते हैं जहां सरकार और प्रशासन खास  तौर पे पुलिस दोनों उसे  बचाए रख सकते हैं। अपराध होने  वाले राज्य  का प्रशासन सीधे तौर पर कारवाई नहीं कर सकेगा। आप इसे केवल कल्पना मत  समझें बल्कि एक बार दोबारा सोच लें अपना आस पास टटोल कर।   

राजनीति  में इस दाव -पेंच को कुछ भी परिभाषा दी  जाए पर यह समाजिक या राजनैतिक  तौर कितना सही है पूरे देश के लिए , ये एक बार सोच ले तो शायद माहौल और ज्यादा उन्नति का और बेहतर बन  जाए। साथ में ये भी जरूरी हैं कि कुछ भी कहा सुना या लिखा भी थोड़ा सोच और समझ कर किया जाए। आज इस बात की भी उतनी जरूरत हैं जितनी आर्थिक उन्नति  की। कुछ लोग अपने अनेक प्रकार के फ़ायदों के लिए इस प्रकार की परिस्थियाँ सोच समझ के खड़ी कर देते हैं जिनसे आगे का माहौल खराब हो जाता हैं। राष्ट्र भक्ति को केवल सेना के पराक्रम तथा शहीद होने तक न रख कर इसकी परिभाषा सब लोग विशेष कर नेता लोग और अच्छे  से अपनाएगे तो ही देश आगे चलेगा।

Recently enjoyed this song from the movie 'Silsila' on YouTube with the video 'Yeh Kahan Aa Gaye Hum'(Where have we reached ?). Composed by Javed Akhtar, the music of Shiv-Hari,  sung it in a very romantic style by Lata. In between, Amitabh expressed his feelings very well in some poetry too. A very nice creation.

Starting to read newspaper after enjoying the song the first news was  on clash between Delhi, Punjab and Haryana Police over the arrest of a BJP MLA. Along with some more old news, take a look at some of the headlines recently published in the newspapers written below:

While reading - I thought again and again the first line of the song  - 'Where have we come----?? Or even further - 'Where are we going to-----???

Another cycle of thoughts started in my mind. For the last few days or even months, one or more news is being read every day in the newspaper, where the police of a state goes to another state and takes someone away after arresting him or her. In these two states, if there is a government of the same party and the person being arrested is an opponent of a politically influential person, then the work of arrest is done without any hitch. But if it is not so, that is, there are governments of different parties in both the states, then a series of actions happens as if in case of enmity in two countries. Police of two or more states conflict with each other. In one case, there was firing between the police of two states in which some police personnel were also killed. The cause and form of all the incidents are different but the police conflict is in everywhere. All this may have happened at the behest of some political master or to prove their (police personnel) loyalty to the political party in power. Whatever be the reason, tradition begins with political means. The administration keeps following it with its own understanding and interpretation, often without even asking any leader.

The above cases are only examples. We all know that such cases have happened in the last few months or years in many different ways and by different agencies.

I will not comment here on whether any case is right or false. The courts will decide this. However, it doesn't matter what I say it or not. The common man has his own awareness and understanding.

Here the question also does not matter today who started this tradition and when. Today, all the parties, where their government is in, have fully adopted it and are constantly bringing details in it. Gradually this tradition has come from big leaders to panchayat members and municipal councillors or even local leaders. Action in the police has also come down to the local officer level. The police station in-charge takes immediate action at the behest of the local leader or some other influential person, even if the case is later dismissed in the court at the first instance. By the time the case is heard in the court, 7-15 days go by and the person remain in jail. Even after the bail order, 2-3 days are given till the court order is official. Enough to put anyone in trouble.

This condition is not only for the benefit of political leaders. Rather, in the coming time, big gangsters  will take advantage of this more.  These people who are leaders of illegal activities at high levels and who have made a big place in politics too, can do all their work sitting in a state where both the government and the administration, especially the police, can keep them protected. The administration of the state where the crime has been committed  will not be able to take action directly. Do not think of it as just a fantasy, but think once again by searching your souls and surroundings.

Whatever definition may be given to this tactic in politics, but how socially or politically it is right for the whole country, if you think about it once, then perhaps the environment may become better for more progress.

Along with this, it is also necessary that whatever is said, heard or written should be done with a little thought and understanding. Today this thing is also needed as much as economic progress. Some people deliberately create such situations for their various types of benefits, which spoil the environment ahead. By not keeping patriotism only to the valour of the army and martyrdom, its definition to be adopted by everyone, especially the leaders, only then the country will move forward smoothly.
