कुछ पारम्परिक बयान - कितने जरूरी , कितने प्रभावी या कितने निरर्थक

हाल ही में देश में एक बहुत भंयकर रेल दुर्घटना हुई जिसमें सैंकड़ों जाने चली गई तथा हजार के लगभग मनुष्य शरीर क्षति ग्रस्त हुये । अरबों रूपये की सम्पति नष्ट हुई। इसके अलावा हजारों ने देरी की वजह से कष्ट उठाया। सभी एजंसी ने तुरत कार्यवाही की । पर मेरा विषय इन सब से हट कर है।

मेरा ध्यान एक ऐसी स्टेटमेंट पर गया जिसमे मीडिया को बताया गया  कि दोषी व्यक्तियों को सख्त सजा दी जायेगी । उन्हें बख्शा नहीं जायेगा । यह वाक्य स्टेटमेंट से थोड़ा भिन्न हो सकता है शब्दों में ,पर मतलब ठीक बता रहा है ऐसा मुझे लगता है । यहाँ यह भी बता दूं कि मैं किसी व्यक्ति विशेष को टारगेट न करके ऐसे अनेक अवसरों पर दिये जाने इसी स्टेटमेंट को में सामान्य तौर पर ले रहा हूँ । प्राय दंगे फसाद  या आंतकवादी घटनाओं के बाद यह बयान सुनने को मिलता है। 

यह बयान किसी बड़े  संबधित व्यक्ति से सुनकर जनता में यह आशा मजबूत हो जाती है कि कार्यवाही होगी और परिणाम के साथ होगी । मीडिया इसे एक समस्या से जुड़े पहलुओ पर एक बड़े आश्वासन के तौर पर प्रेजेंट करता है। पर एक बार फिर इस बयान को पढ़कर दुबारा सोचिये । इस बयान की सामान्य रूपरेखा फिर दोहराता हूँ :

  " दोषी पाये गये व्यक्तियों को कड़ी सज़ा मिलेगी। उन्हें बख्शा नहीं जायेगा "

क्या कुछ मन में विचार आया ? अगर नहीं तो में अपनी बात कहता हूँ। मैं समझता है कि इस बयान का होना कुछ मायने नहीं रखता । किसी भी अपराध में, चाहे छोटा हो या बड़ा, दोषी को बिना उचित सज़ा के बख्शने का विकल्प क्या सिस्टम में है ? मेरा मानना है बिल्कुल नहीं। फिर इस बयान का क्या महत्व और जरूरत है ? 

यह सम्भव है कि मेरा  विचार थोड़ा झटकेदार हो । पर विचार है। आमतौर पर जन गण इसे नकार दें पर इसकी सच्चाई मन में जरूर मान लेंगे। कुछ और भी ऐसे बयान होते हैं जो दिये जाते है पर शायद इसी तरह जरूरी नही है । इनके देने के बाद कुछ मुख्य बदलाव हो सिस्टम में या दोषी की बख्शने का विकल्प , जो है ही नही, उसे बंद कर दिया जाये ऐसा कभी देखा, पढा या सुना नहीं।

Recently, there was a terrible train accident in the country in which hundreds lost their lives and about thousand human bodies were injured.  Property worth billions of rupees was destroyed.  Besides, thousands suffered because of the delay.  All the agencies took immediate action.  But my topic is different from all this.

 My attention was drawn to a statement in which the media was told that the guilty would be punished severely.  They will not be spared.  This sentence may be slightly different from the statement in words, but I think it is conveying the meaning correctly.  Let me also tell here that I am taking this statement given on many such occasions in general, without targeting any particular person.  This statement is often heard after riots or terrorist incidents.

 Hearing this statement from a big concerned person, the hope gets strengthened in the public that action will be taken and it will be accompanied by the result.  The media presents it as a big assurance on the aspects related to a problem.  But read this statement once again and think again.  To reiterate the general outline of this statement:

 "Those found guilty will be punished severely. They will not be spared"

 Did something come to mind?  If not, then I say my point.  I understand that the existence of this statement does not matter.  In any crime, be it small or big, is there an option in the system to spare the guilty without proper punishment?  I think not at all.  Then what is the importance and need of this statement?

 It is possible that my thoughts are a bit jerky.  But consider.  Generally people reject it but will definitely accept its truth in their mind.  There are some other statements which are given but maybe not necessary in the same way.  After giving these, there should be some major changes in the system or the option of sparing the guilty, which does not exist, should be closed, never seen, read or heard such a thing.
